First Question:

Si propone l’abrogazione dell’art. 23 bis (dodici commi) della Legge n. 133/2008 , relativo alla privatizzazione dei servizi pubblici di rilevanza economica.
È l’ultima normativa approvata dal Governo Berlusconi. Stabilisce come modalità ordinarie di gestione del servizio idrico l’affidamento a soggetti privati attraverso gara o l’affidamento a società a capitale misto pubblico-privato, all’interno delle quali il privato sia stato scelto attraverso gara e detenga almeno il 40%.

Why a referendum?
Why
water is a common good and a universal human right. An essential commodity that belongs to all. No one can appropriate it, nor make us a profit. The current government has instead decided to give it to individuals and large corporations. We all and all we can prevent it, now supporting the campaign and voting YES 2 when, in the spring, we will have to decide. It 's a battle of civilizations. No one should feel excluded.
Why two questions?
Because we want to eliminate the rules in recent years have pushed the privatization of water. Why 20 years of neo-liberal policies have turned right into a commodity, a beneficio di privati e multinazionali, a scapito della qualità del servizio. Perché vogliamo togliere l’acqua dal mercato e i profitti dall’acqua.
Cosa vogliamo?
Vogliamo restituire questo bene essenziale alla gestione collettiva. Per garantirne l’accesso a tutte e tutti. Per tutelarlo come bene comune. Per conservarlo per le future generazioni. Vogliamo una gestione pubblica e partecipativa. Perché si scrive acqua, ma si legge democrazia.
Dai referendum un nuovo scenario
Il combinato disposto dei due quesiti promossi dal Comitato Referendario, comporterebbe uno stop all'obbligo di cedere ai privati la gestione del servizio idrico integrato e contemporaneamente farrebbe venire meno l'interesse da parte dei privati a intervenire in questo settore stante l'impossibilità di trarne profitto. Si riaprirebbe nei territori e in tutto il paese la discussione e il confronto sulla rifondazione di un nuovo modello di pubblico, che può definirsi tale solo se costruito sulla democrazia partecipativa, il controllo democratico e la partecipazione diretta dei lavoratori, dei cittadini e delle comunità locali. Verrebbero di conseguenza poste le premesse per l’approvazione della legge d’iniziativa popolare, già consegnata al Parlamento nel 2007 dal Forum italiano dei movimenti per l’acqua, corredata da oltre 400.000 firme di cittadini, la quale tends to complete ripubblicizzazione drinking water in Italy.
